Taking a risk with something new is frowned upon and discouraged.
Risk taking is viewed as healthy & is actively encouraged. Well intentioned mistakes are an acceptable part of this process.

People are only interested in their own work areas and have no regard for other areas' problems.
People understand the need for good working relationships between different areas and try to meet other staffs' needs in carrying out their own work.
